At the design stage, governance looks complete. Boundaries are defined. Rules are documented. Alignment appears stable.
Execution is where it changes.
Small deviations begin to accumulate. Nothing breaks immediately. The system continues to produce outputs, but the behavior starts to move.
That’s where governance drift shows up.
Not as a visible failure, but as a gradual separation between what was defined and what is actually happening.
The issue isn’t the absence of rules. It’s the absence of enforcement at execution.
Failure isn’t the moment something breaks. It’s the accumulation that made the break inevitable.
In production, this shows up as outputs that feel consistent but are increasingly misaligned. By the time it’s visible, the behavior is already established.
