In Zug today, the Casper Association published the Casper Manifest, a multi-year technical roadmap that the network is positioning as its bet on what the next cycle of blockchain infrastructure will actually be used for. The document was introduced by Casper Association President and CTO Michael Steuer at the Bermuda Digital Finance Forum, the invitation-only 500-person event co-hosted by SALT and Penrose Partners at the Hamilton Princess, in front of an audience of Web3 protocols, traditional finance, and institutional finance leaders. The Manifest commits the network to nine coordinated protocol initiatives, with the first, X402 micropayments, shipping in the next few weeks.

The framing is unusual for the category. Most Layer 1 roadmaps in 2026 emphasize throughput, fees, or ecosystem incentives. The Casper Manifest emphasizes none of those. The nine initiatives are organized around three audiences the network is now explicitly building for: developers shipping regulated assets, end-users who should never see a private key, and AI agents that need to pay for compute and data without a human in the loop.

The Manifest groups its nine initiatives into six areas. EVM compatibility brings Solidity, MetaMask, and Ethereum's smart-contract libraries onto Casper's WebAssembly foundation, with a native token registry that prevents fragmentation between the two execution environments.

Read together, the nine initiatives describe a network optimized for two things at once: tokenizing regulated assets and routing autonomous machine payments. Those are the two largest greenfield demand sources for blockchain infrastructure in 2026, and they happen to be the two areas where the existing Layer 1 stack performs worst.

The post-quantum signing initiative is the part of the Manifest that institutional buyers will read first, even if developers read it last. No major smart contract platform has shipped post-quantum transaction signing as of May 2026. Casper's commitment to hybrid accounts carrying both classical and quantum-resistant keys during a transition period gives institutions evaluating decade-long deployments a deliverable answer rather than a research citation.

The honest read on the Manifest is that it converts or it does not, and the conversion is decided in three different places on three different clocks.

The case Casper is making for that switch is the compliance-plus-privacy frame, and the specific buyer who finds it compelling will be the European or Asian wealth platform underwriting tokenized funds for high-net-worth investors. The same transfer history that satisfies the regulator exposes investor activity to anyone running a block explorer, which is unacceptable for the same investors the platforms most need. The first named Casper-native security token, and the jurisdiction it issues in, will tell us whether the positioning is being read correctly by the buyer it is built for.

\ The third place the bet gets decided is the slowest and the highest-stakes. Tier-1 financial market infrastructure players, DTCC, MAS, the BIS Innovation Hub, the Eurosystem digital euro pilots, move on their own clocks. Any one of them naming Casper in a regulated tokenization pilot would validate the multi-year thesis faster than the roadmap itself ships. The window worth watching is the second half of 2026, when these institutions typically commission their next round of pilots and when the calendar aligns with Casper's compliant security token release.

\ A network that delivers all three would not be the cheapest chain, the fastest chain, or the largest ecosystem. It would be the chain that the next trillion dollars in tokenized assets and the first billion machine-to-machine payments route through because the alternatives still treat compliance, privacy, and machine-readiness as competing requirements. The Manifest treats them as one specification, and that specification is what the roadmap is now committed to building.
